In such societies as that of Mesopotamia the ruling body has tried to come up with laws and practices that would keep life going safely. That is really what all societies have been trying to do, since Mesopotamia until now and we will keep on going till our race dies out. Keeping everyone on earth (or at least on the continent we live) is the main responsibility of society.
