PICON stands for public interest, convenience, and necessity. PICON is the standard that the FCC uses to set parameters for its control. It is a basis the FCC uses to decide how to monitor the radio stations, and what they broadcast. PICON was brought into action when the Communications Act of 1934 was passed. That stated the rules and regulations that the FCC had to follow as well as the rules that radio stations had to follow.
