Juvenile Casework
The following paper was written with the intent to give an accurate description of the duties performed by Juvenile Case Managers in the Juvenile Justice System. Through my research on the subject matter and an interview with a Juvenile Case Manager Supervisor, I hope to have attained enough credibility to write about this particular topic. I conducted an interview with Ms. Becky Winokur, Case Manager Supervisor at Bucks County Youth Services on November 13, 2001. The interview lasted approximately forty-five minutes, and also consisted of several phone conversations in which Ms. Winokur provided updated information sources relating to her profession. Before presenting the material obtained during the interview, I hope to define the specific duties of a Juvenile Case Manager. The following is a copy of the official job manuscript containing and duties of a Case Manager in her particular company.Youth Services of Bucks County. Inc. Maintain a professional presence when represented Capital Youth Services with clients' parents and other professionals in youth diversion, school district and juvenile justice systems. -Evaluating youth progress and making recommendations to juvenile court Both the Case Manager and Probation Officer occupations are expected to increase 17% faster than the average occupation as a result of a growing population. (5 Pg.129) Another factor contributing to the job increase is the constant development of urban cities. (1 Pg.30) Crime is rising in the urban area of the country. The majority of intercity crime is a direct consequence of poverty. (1 Pg.31) So as long as these areas remain poverty stricken, crime should continue to rise. A topic that I was eager to discuss was sexism toward female Case Managers from juvenile clients. As I proposed a question regarding this topic, Ms. Winokur gave a sarcastic smile immediately revealing the existence of sexism. She replied," not all juvenile youths are the same, but many welcome the concept of a female Caseworker." She explained that many juveniles assume that female Case Managers will not be as strict as their male counterpart. She claims that the ratio between male and female juveniles is around 70%-30% in favor of males. I asked which sex seemed more bias toward female case managers? She replied," that's a tough question to answer because I really don't feel that the sex of the youth is the factor. The age of the juvenile seems to be the determining element. Juveniles in their pre-teens don't seem to care as much about the sex of the case managers as much as juveniles in their late teens. Since this organization deals more with male juveniles then the answer is naturally males, but definitely the older males." -Identifying employment and recreational opportunities Ms. Winokur explained techniques used to complete the goal of fully rehabilitating juveniles under her council. Continuing to insist upon trust is an important goal. Encouraging youths to express their feelings regardless of how they may feel is a focal point for developing a relationship. She stresses positive reinforcement, rewarding the youths for changing their behavior patterns. Her company along with several other juvenile centers schedule trips to camping parks such as Camp Adam located in the Pocono's. Hiking, canoeing, and camping assist the development of physical hobbies, therefore diverting the youth from past troubles. I had prearranged a series of questions in preparation for the interview. The majority of questions centered on several subject matters including Ms. Winokur's job title and duties, her dealings with juveniles, and any existence of sexism in the workplace.
