Currently nations throughout Europe and in the Pacific are facing situations that can potentially have a detrimental effect on their national security as well as serious long-term effects on their independence. Since the year of 1939, Germany and France have been the main source of conflict in Europe. Now that France has fallen, Germany has the potential to gain great power in Europe. In fact, our ally Britain is currently at war with Germany. However, this is not the only dilemma that the world facing. Japan who is allies with Germany is rapidly attempting to expand into East Asia. The United States of America, being a "great world power", must determine what our place and role is going to be in the serious aforementioned situations. If we do decide to intervene in the war, we mustn't forget that we would be violating the Neutrality Act of 1935 which prohibits the United States from giving assistance to any nation that is involved in foreign conflicts. Most importantly, we must vigilantly consider the policies and tactics that the United States will use in regard to the war taking place in Europe as well as the policies and tactics we will follow in regard to the situation in the Pacific. If we do get involved in the war and decide to abandon the isolationist policy, we must consider the economic effects that the war will have on the United States. We are the ones at the present time considered to be a "great power", and we are the most economically stable amongst our allies. As a result, it can be expected that the United States will be the ones to contribute the most money on military spending as well as contribute the most resources. After the war there is a strong chance that we will have to rely on imports for such materials, which were exhausted during the war. This will cost us to spend more money on imports. This is a lesson that should be learned form World War I. However, it also may increase the United States political economy because we would be able to gain profits off industrial production by diverting the nation production to war material. The United States has a choice. The country must determine whether or not it will intervene in the war by aiding Britain in order to prevent Germany form becoming a "super world power". It is important to analyze what the possible consequences will be by determining the negative as well as positive aspects of the particular policies and tactics that the United States can follow. It will be of great benefit to the United Sates and Britain if an alliance with the Soviet Union is formed by creating a Lend - Lease agreement with Stalin. By forming closer ties with the Soviet Union, we will gain additional strategic man power as well resources such as oil and steel. In addition, this will ensure a German defeat in case of further aggression on their part because the Soviet Union, the United States and Britain will be allies against Germany. Any way that we help Germany's enemies during the war cannot be considered to be a safe choice if we do not commit ourselves to one single action. The Lend- Lease Act may consequentially result in an undeclared war in the Atlantic if we do decide to give Great Britain supplies. This will result in an adverse affect on United States merchant shipping as well as put American lives at stake. This situation is comparable to World War I in which we put ourselves in a position to get hurt by Germany in the seas. Another great risk and possibility is that passenger-shipping lines could be subjected to submarine warfare. With all of these factors considered, it may be more effective to get involved in the war now. If we are not totally committed to war, it would be unfortunate if we had to declare war because of the bloodshed that was taking place at sea. We can not allow Germany to inflict too much damage upon us or else we will become the weaker power and will be subject to defeat. Lend -Lease has the potential to put us at an unavoidable position towards war. Furthermore, the American public may be against the Lend - Lease since it is not a loan and not money that the United States will get back. Instead, the American economy is being integrated "with the British War effort, nor would it tempt ...American naval forces so as to insure the safe arrival of factual goods to be lent or leased" (p. 70). If the United States remains in isolationism than there is a possibility that Britain does win the war in which case we do not shed any blood and Germany loses. Britain can also initiate a peace agreement with Germany in which case it is inevitable that Britain will have to give Germany a free hand in Europe. Another outcome is that Germany will invade Britain and the British lose. As a result, Germany will dominate all of Europe, which will have a negative effect on economic and social institutions. In addition, Germany would gain an abundance of resources and power in Europe under totalitarian governance, and would gain parts of British fleet thus allowing Hitler to pose an intolerable threat to the United
