It seems that more than half the Israeli drivers couldn't tell a stop sign from a parking meter and many seem to be completely color-blind - many don't seem to realize that a red light means 'stop' and a green one means 'go'. Awareness - More monitors should be placed in more road junctions to be able to catch every error that a driver may make. Policemen should be more aware of bad drivers and attempt to catch each and every one. Speeding/parking tickets should be issued and fines must be raised. If this happens, drivers will learn to fear being caught and will stop trying to bypass the traffic rules.

First and foremost, Driver's Ed exams should be more difficult and a bit more complex. 30 multiple-choice, fairly easy questions can be a cinch to answer and the chances of a complete idiot achieving a passing grade on the test (26 correct answers or more out of the 30 questions) are way too high. This person who guesses his way to success may grow to be a menace on the road if he manages to pass his driving test
