If a country maintains an empire there would be conflict with their democratic ideals.
The Athenians tried to maintain a democracy but they fail to do this because they tried to take over another country. The Athenians used force to get what they wanted. The citizens ruled the Athenian democracy. They formed an assembly. The assembly contained freeborn males over thirty. The Athenians sailed to Argos with twenty ships and seized 300 hundred Argives. This shows that Athenian democracy uses force instead of reasoning. Another example would be when the Athenians invaded the island of Melos and gave the Melians two choices, join them and be slaves or, Athenians will kill them and force them to be slaves. This is not democratic because the Athenians did not
give the Melians a choice but to become slaves. It is wrong for a country that was maintaining a democracy and tried to force other people to do what they do not want to do.
Another example of Democracy going wrong was again done by the Athenians. The town of Carystus was one of a few that were not members of the confederacy and were forced to become so and to pay an annual tax after they were invaded by Athens. Thasos tried to rebel after the Athenians attempted to start a colony on their land in order to rob them of their great natural resource, fertile land, on which trees for timber could be grown and harvested for the Navy.
