This elite group got what they wanted by dominating the government and did what they ideologically felt was right for the people. The eleven years before the constitution, the United States was weakening due to the failure of the Articles of Confederation; The handful of elite got together to do what they felt was necessary to revive the nation. They were all well educated. More than half of the delegates had been educated at either Harcard, William and Mary, Yale, University of Pennsylvania, Columbia College, Princeton, or England. Many of them possessed past governing experience either at the state or national level. Seven had served as governors of their statesl thirty-nine had served in Congress. Five delegates sugned both the Declaration of Independence and the Constitution. All the men at the convention were creditors who represented the conservative interests of the creditor class. At least forty of the fifty-five men held revolutionary stocks ir binds; fourteen were land speculators; twenty-four were moneylenders and inverstors; eleven were engaged in commerce or manufacturing; fifteen owned large plantations" (Shultz 56). These fifty-five elite men had many other assets to prove they could create a better, stronger national government,
