1.1 EP - the only supranational parliamentary institution.

The European Parliament, one of the European Union institutions, is remarkable that it is the only supranational parliamentary assembly in the world. Its 626 Members, who have been elected by universal suffrage since 1979, work together in political groups formed according to ideology, not nationality. They represent the people living in the fifteen member countries of the Union and therefore exercise democratic control at European level.

Parliament helps to draft, amend and adopt European laws and budget, and makes policy proposals. MEPs take a keen interest in the defense of human rights, and Parliament has relations with all the world's democratically elected parliaments.

The EC consists of large number of different institutions and that's why it's very difficult to understand how they discharge their duties, cooperate with each other and what is the role of every particular body.

In the plenary session, Parliament votes first on the amendments, then on the draft as a whole and finally on the accompanying resolution. The latter is known as a legislative resolution in cases where Parliament is consulted by the Council on a Commission proposal. Such a resolution constitutes Parliament's opinion and indicates whether it approves, rejects or amends the draft Community law.

In order to answer this question we have to know what for the Parliament works . Its basic aim is to work out a single formal opinion on this or that question under discussion. In order to do this a special committees are set up. These committees are responsible for preparing the report on legislative proposals and appoint a special man called rapporteur to do this. The report is firstly discussed within the committee and only after that it is put under discussion within the whole parliament. Only when the report is approved by the parliament it can be regarded as its formal opinion.
