The Senate is elected by the state legislature, and therefore answer to the state legislature. The congress has such great power, they are the people who try the president and others in cases of impeachment. Since, the congress answers to the government , and not the people, they are likely to become corrupt. They will then be able to do whatever they like with the liberties and rights of the people.
