Ben's behavior towards Rhonda would be considered sexual harassment because he made sexually orientated comments to her. This started with their first meeting when George introduced her to Ben and he said, "if I had known you had a shape like that, I would have hired you myself". This comment immediately made Rhonda feel uncomfortable around Ben even though she didn't let it show. What Ben said to Rhonda is sexual harassment. But it only gets worse for Rhonda because he doesn't stop at that initial comment. He goes on to make sexual advances towards her and also tries to get her to come home with him even though she is already married. Not only is she being harassed by Ben she is also being harassed by George. She didn't want to admit to the fact that she was being sexually harassed by George because he was the only one that she felt she could trust. George's actions were more subtle and harder to classify as sexual harassment than Ben's were.

Sexual harassment starts from the top, if it is not allowed by the higher level managers it will not take place in the corporation. But the contrary is also true and if they do allow it or look the other way it will take place. Sexual harassment is something that needs to be taken care of from the top or else it will keep happening. Most successful corporations have a very strict policy on sexual harassment and with the new laws all corporations have to follow. These laws will help in eliminating sexual harassment in the workplace.
I think that the organizational culture did encourage this behavior because of the glass ceiling that women have in this corporation. All of the women in this corporation were in lower level positions, and ones that did have male counterparts were treated as though they were inferior and made to do stuff that they think is "women's" work. Such as make the coffee and do secretarial work. This wouldn't be that bad if they were a secretary but they aren't, they hold higher level positions than that. They should be treated as the men that hold the same exact position are. They should be paid the same, treated the same and even given the same benefits. I don't think that anyone should be treated differently especially based on his or her sex.
