When you look at the United States you see a multi-trillon dollar nation, with booming economics, a population growing rapidly, and a steady government body. When you look at China you see a less developed country, with a very large population, and a very poor country. China's 1997 per capia gross national product is $860, making it placed in the lowest twenty-five percentile of all countries of this world. What no one can take away from China is the fact that they are one of the world's fastest-growing economies. They have expanded on the average 11.6% annually. (4,61) Yet still China is still considered one of the world's less developed countries. That is one of China's biggest problems, they have so many people living in such a condensed place, but they still have a booming economy. China is trying to be admitted into the WTO. Which stands for the World Trade Organization. The World Trade Organization feels that China would not be well represented in the WTO, and would not be a good asset to the Organization.The argument between China can go either way. You can argue that they should be admitted into the WTO. Or you could say that they do not have what it takes to be in, or that they do not have the qualification
The US feels that if China can come into the WTO and follow the rules that have been set forth by the WTO, then they could defiantly improve their country. And not just their country, but the people that live in and outside them. Once China was admitted to the WTO, they would have to go through some major reform to make them the country at the WTO wants them to be. They would have to close the door on the many policies that China believes in, such as the tariffs, the licenses, and the subsides which they currently believe in. Such reform is likely to improve the life of the average Chinese citizen, make China a more reliable trading partner, increase trade opportunities, and stimulate economical growth worldwide. (4, 71) China has many exports that other countries would love to have. Of course they are always known for the rice they put out, but also the manufacturing of automobiles, and the clothing lines that they have over there. All of their goods are wanted in other countries besides the US. There are also many reasons why China should not be admitted into the WTO. Maybe it is ethically to let them in, but when they are not abiding by the rules that the WTO has enforced since day one, then no, they should not be admitted. Throughout Clinton's presidency, he has been working closely with China to hopefully one day admit them into the WTO, but still has some folds that they need to work out. China has imposed trade barriers with other countries, which means that they will not trade with them or they will only trade a certain amount. China has also imposed tariffs, import licenses, and subsides to other countries, making it hard for the other country to get their goods inside China, and hard for them to get the goods that China has to offer.(4,68) Although over the past few years those barriers have been lowered by the Chinese government. They have lowered some, but that does not include all of them, and even if they lowered all of them, they are still holding some countries to the tariffs, and licenses. Now that China is not under Communist Rule, and they are a free state, President Clinton can go in there and try to get China on the right track to where they need to be. China wants to be admitted just as much as other countries want them to be admitted, but they are not doing anything for themselves to help them. They do not want to give up their tariffs with other countries, they feel that they would lose respect or conti
