Article #18 from the book: Japan and the Pacific Rim
The purpose of this article, from my vantage point, is to show the changes that are taking place in China, since new leader Jiang Zemin took over for Deng Xiaoping. It is showing that the political landscape in China is very different than the days of Xiaoping. It seems to be an article of praise, but it also tends to show the problems in China. The author makes it very clear that the new government is attempting to find a way to make itself unique to prior Chinese governments.
The first important fact that the author uses to support the main idea, was showing that the new leaders first priority was to strengthen his position in the party leadership. He then went on a trip to the United States to portray himself as a statesman who has earned the world's respect.
One bias that I noticed, which may not be true at all, is that the author tends to glorify the American democracy. She refers to a photo opportunity with Bill Clinton as a sign that he had earned the respect of the world. She then describes what would commence, if they went with the American or French model of government. Also, she tends to praise Jiang too much at the beginning of the article.
hat the author shares is that the new leader made the decision at a party congress to move ahead with the state enterprise reform. This reform required China's banks to bail out state firms which were having money problems. At the top of his agenda was an attempt to turn companies poor from debt into thriving enterprises. He was unique in this area because past leaders were unwilling to take on this task because it would involve massive layoffs.
