There are many decisions a president must make when contemplating war with another country. These decisions are important, because there are many terrible things that might happen to the country if war is hastily carried out without being thought through. This can range from losing a valuable allay to the destruction or the entire nation. Clearly, war is not something to be undertaken just because the leader of another nation does something such as accusing the president of being a dishonorable person. Therefore the president must consider long and hard the reasons for making war. The most important reason for declaring war on another country is because that other country has been making acts of war upon the United States. If another country has been attacking the United States and has not responded to requests that they stop, the president has a valid reason for declaring war. If the president does not then the other country will be free to walk all over the country and eventually make it another part of that country. Of course, the president had to take into consideration whether or not The United States was ready to tangle with that country. Madison was looking ahead when he called Congress to declare war on England. He thought it through hard and long, and concluded that war was the only way. It is very likely that if we had not gone to war with Britain we would have gone to war with France. Then we would have had to deal with Britain's impressment of our sailors at the same time we were fighting France. It was definitely not an easy call to make to declare war on England, but it made the most sense out of all the other options. Opponents to the War of 1812 liked to call it "Mr. Madison's War." They called it this because they saw Madison as a pacifist who was dragged into the war by the aggressive War Hawks. This is a very inaccurate description of what really happened, because Madison was in charge of the whole affair all the way. He had a very difficult choice to make, but after reviewing his options the choice was clear, "Make war with Britain!" Madison knew from the get-go that he was going to have to go to war with England. He also knew that America was not ready to fight. He also hoped that perhaps peace was possible. This prompted him to create a stalling measure to give time before the inevitable conflict. This measure was the Embargo Act. He was hoping that it would give America time before America and Britain went to war, and that it might even make Britain create a peace treaty. This just created problems for the United States, because we needed to export goods to England, but they didn't need our stuff very bad at all.
