Good morning my name is Billy . This morning I will be speaking about a very serious topic Capital Punishment. For a long time this topic has been a very controversial subject, because there many different opinions about it. There are the people who completely disagree with the idea of such punishment, then there are the people who are in favor of certain crimes punishable by death. Some of the earliest historical records of capital punishment have dated all the way back to 1750 B.C. in the Code of Hammurabi. The Bible prescribed death for more than 30 different crimes, ranging from murder to fornication. The ancient Greek Draconian Code imposed Capital punishment for every crime. Imagine that getting caught speeding and being put to death for it. Today, however, we are much more lenient with our criminal justice system. I feel that if we were more strict about the punishment for harsh violent offenders, they would think harder about the crime that they were going to commit. There are also many people who believe that public executions would lead to a higher increase in effectiveness. There is also good economic reasons for the death penalty. Government officials are constantly speaking of prison reform and of more ways to improve the conditions in order to make the average criminals stay while incarcerated a more pleasant experience . Granted, prisoners don't enjoy the everyday freedom to come and go as they please that we as honest citizens can practice. They gave up that right when they committed their first crime and were caught. Why should "honest AmericansaE? have to pay their hard earned tax dollars building "resort likeaE? prisons for people who have decided to live their lives outside the laws of our country, and who kill others just for the sake of killing. Take a look around you at the new federal and regional state of the art prisons just springing up everywhere. Why, there's several new ones just in our general area alone - two in the Beckley area, a new regional jail in South Charleston and Logan, a new Federal prison in Mt. Olive - just to mention a few. Some states have partial abolition of the death penalty, which means that it only applies to certain very serious offenses, such as treason, murder, and rape. The death penalty should be a nation wide practice, same punishment for the entire United States. Take other countries for example who have the "eye for an eyeaE? law. They have zero tolerance for crime. If you steal something they cut your hand off, if you rape someone you are castrated, If you murder someone you are put to death. In these countries there is no temporary insanity or other pleas that can save your butt. I am not saying that the U.S. should be exactly like this, but it couldn't hurt to be a little stricter.
