Terrorism Policy

Terrorism, Canada as a opportunity structure

ii)Definition: according to the CSIS Act terrorism is

"Activities....directed toward or in support of the threat or use of acts of serious violence against persons or property fro the purpose of achieving a political objective within Canada or a foreign state"

This definition sounds ominous and foreboding yet the vast majority of Canadians do not views terrorism as a Canadien problem. For most it is something that happens to other people in other countries. The reality however is far different, Canada is only second to the United States in terms of the amount of active terrorist organizations. Canada is not generally a target of terrorist strikes but rather it is a haven for terrorist. Canada does however tend to end up in the spill over of conflicts. The fact that we a democracy that embraces openness and ones freedom limits the amount of control by the state. The fact that Canada is the premier multi cultural country it makes it very easy for terrorist organizations to blend in. Canada is used primarily as a staging/training area as well as a place in which to procure equipment and raise finances.Many different terrorist organization have legitimate "front g


In the past there has been severe animosity between different departments or simply no communication at all. While the Senate Committee has noticed improvement there is still a long ways to go. Information sharing should be an active process through different departments and not on a need to know basis. One department may have information that is trivial to them but of vital importance to another department. Communication with the public is also of paramount importance. With a good communication between the government and the population the is a much greater chance in getting solid leads to track down. The new community policing programs are an excellent opportunity in which to gain the communities trust and to try and weed out any subversive elements.

While the various sources above all deal with different approaches but all are premised on the same principle, information. To fully understand the problem of terrorist activities there needs to be a centralized data base of information. With each agency only dolling out some of its information no one has the entire picture. Thus with everyone submitting to a centralized source it would be much easier to build a framework of terrorist activities a strike at them. With building a centralized data base not only could you then strike a terrorist more easily but at other criminal enterprises. An even further advantage of this system would be a markedly improved response time as new information would be immediately to all concerned. A sharing of information is key so is proper communication.

These groups also attempt to control their local ethnic populations as well in order extort aid or finances or simply the groups silence. Also emerging is the ever growing menace of cyber terrorism. This constitutes a knew and potentially very serious threat to the security of Canada.

One of the final elements is to make sure that the enforcement agency's have the funding and the manpower to accomplish their mandates. Unfortunately this seems to be the major stumbling block for both CIC and the intelligence agency's, they are being asked to do more with less. Operating funding for federal government agencies with a security or intelligence role fell from 463.9 million in 1989-90 to 333.1 million in the year 1997-98.One way in which to shore up the loss in funding is to help out with clearer and more powerful laws in which to go after the criminal elements. In many was the CIC regulations that govern entrance to Canada are obsolete. Even when a threat is detected the process is long and cumbersome to get rib of the individual. I would help to have some sort of formal exit control over failed or abandoned refugee claims. While Canada is a nation leader in membership in counter-terrorism convention there is still more that needs to be done. Canada has signed !
