Policy making is the stage in the political process in which a bill becomes a law. It is the conversion of interests and demands into public decisions. One of the most important rules that a Constitution establishes are those that define the policy making process. A nations constitution gives the authority of proposing, amending, rejecting, and appointing policies. In modern Democracies the branches of government are known by the role they play in the policy making process. In the United States as well as the United Kingdom the legislative branch is responsible for making the policy. The executive branch implements and executes the laws and the Judiciary branch settles any disputes that that a policy might bring up. Knowing only what departments a bill must go through in order to become a law leaves you with an incomplete understanding of the whole process. The committee stage in the United States is perhaps the most important phase of the legislation process. Committees provide the most intense considerations to a proposed bill. There are over forty committees in the entire U.S. Congress. Each committee has a jurisdiction over a certain subject matter and measures that affect a particular area of law. Committees spend many hours looking into every aspect of the law. A bill is not limited to only one committee. The Speaker of the House may refer the bill to a primary committee as well as a number of other committees as well. Committees have the responsibility of legislative oversight. Oversight is the review and study of application, administration, execution, and effectiveness of laws in order to determine if they are being carried out in accordance with the intent of Congress. A Committee can be dismissed but is a rare occurrence. Committees are made of Congress members who are elected in by other Congressional memb! If the bill happens to make it out of the U.S. committee stage it is voted on by the whole House and then passed to the other chamber. If the House sends their bill to the Senate the first thing that takes place is a vote. The options the Senate has is to accept the bill, disagree and ask for a conference with the House, refer it to a standing committee, or to amend the bill. If the bill is accepted right off it then goes to the President for its final approval. If the chamber chooses to refer it to a committee it will receive the same consideration in that committee it did in the previous chamber. In the United Kingdom the bill first comes to notice of the members when the daily Order Paper contains an item notifying the House of a presentation of a bill. The minister in charge of the Department introducing the bill, the title, and A rating or valuation is read by the Clerk. This is the first reading stage of a Parlimentary bill.
