It recognizes the persuasive medical evidence that the use of illegal drugs and the abuse of alcohol pose a significant threat to health, and condemns the use of such drugs and the abuse of alcohol as harmful to the physical and psychological well-being of the user and the entire Cornell community. Studies indicate, for example, that alcohol use plays a significant role in up to 80 percent of incidents that generate calls for police services.

State and federal laws, as well as the Campus Code of Conduct, prohibit the illegal possession, use, sale, or distribution of drugs and alcohol. University penalties for violations of university regulations include possible dismissal, and, of course, the laws of the land apply with full force on university property to faculty and staff members, students, and visitors.

The following is a summary of the laws and polici


 for any person under the age of 21 to operate a motor vehicle after having consumed any alcohol (blood alcohol content of .02 to .07). The new "zero tolerance" law requires a six-month license suspension and fine of $125.
