The former president Richard Nixon resigned, leaving Gerald Ford assuming the top spot. Gerald Ford took the risk and also the heat. Judging it was time for the nation to move forth, Gerald Ford forgave former president Richard Nixon with a pardon speech. Bob Woodward says Gerald Ford never really understood Nixon, but he felt betrayed rather than committing a crime himself. Former president Ronald Regan's major scandal was the Iran Contra. The Iran Contra was the arms-of-hostage tragedy. This scandal could have destroyed his presidency.
