The intent of this reform was to decrease the wage differentials and also reduce the ridiculously high amount of industrial managers (11.5 million at time of count-1986). This became one of the more disastrous reforms. Instead of establishing special relations between wage hikes and productivity, the reform had the opposite effect. Managerial staff, instead of being decreased, rose in numbers by about 600,000 . Meanwhile, additional costs of managerial staff was just added onto the overall budget layout, with no explanations as to why. Reports that were supposed to be filed on the status of linkage between wages and productivity were compromised by false reporting.
