In 1988 in Poland, the popular movement, Solidarity, demanded of the government talks on the most basic of day to day issues . Gorbachev visited in July of 1988, and contrary to what he had intended to do, which was reassure the Polish people, instead he stirred the fires of rebellion even higher.
