Great Compromise
Representation should not be based on the population of states. Every state should have one representative, one vote. If larger states had more representation, smaller states would be overlooked and, in time, over-powered. Smaller states would have to pay the same taxes as the larger states if smaller states had less vote and power. The New Jersey plan, which was proposed by William Patterson, suggests one vote per state. Every state would have equal representation.
