Bush's Education Plan
Thesis: The quality of our nation's education system needs to be improved, and President Bush's education reform plan will do just that.I. America's schools need improvement and Bush has a plan to fix them. A. Progressive education has failed. B. Parents are fed up with failing schools. C. Bush's plan will elevate these problems. II. America's schools are lagging behind other nation's schools. A. The U.S. is the wealthiest nation in the world. B. Schools need to return to their roots. C. There are certain things that need to be done to improve our schools. III. Bush's plan increases accountability in our schools. A. Students and schools will be motivated to work hard for their goals. B. The will be punishment for consistently failing schools. C. Vouchers will be offered to parents with children in failing schools. IV. State and local governments will be given greater flexibility. A. Local government can spend the federal grant monies on the things they believe will do them the most good. B. Federal government will consolidate the existing grants. C. States and local governments will be given increased flexibility in starting charter schools. V. Bush's plan will expand parental educational options.

Under the old system, states and districts were given X amount of dollars and they were told that they had to spend the money on a certain thing, for instance, hiring new teachers. However, that school district might have felt that it had plenty of teachers, and that they needed more computers or newer textbooks (Major 2). Bush's proposal gives "states more flexibility in spending federal money by consolidating 60 federal programs into five block grants" (Zuckerman 1). He is also attempting to improve the quality and quantity of computers and other technological learning devices in our schools. Lastly, Bush is not forgetting our immigrant children.
