The Joads have reached a camp were they are able to meet all sorts of people in the same predicament. All share the same collective beliefs, work as hard as you can and take what you need. That is the collectivist slogan, and anyone who isn't in that frame of mind is the bad guy. At least according to Steinbeck it is. There are, however, people who disagree.

The government shouldn't completely change but there were some reforms that needed to be made at that point of time. There was a depression going on at the time but to completely scrap a government and start a new one is just totally insane.
