In certain issues, it is obvious how some of Jefferson's philosophies changed during his first to second terms. In the Louisiana Purchase , Jefferson found it as an exception to the constitution not giving the federal government power to purchase territory. Although upset, Jefferson bent his philosophy based on the fear that France might withdraw its proposal. Another exception from Jefferson's philosophies can be represented through his opposition to a national Bank. However, during his presidency, Jefferson allowed the Bank to continue its charter and pay off its debt. Still, Jefferson's belief of doing the betterment for the country is a philosophy that remained consistent. Three days before his term ended, he issued the non-intercourse act to allow trade and help the American merchants. have more power than the government, in order to prevent the United States from collapsing.
