Mr. Jim Harris, plant director of Electronic Components Assemblies (ECA), commissioned this investigation and report on the 22 August 2001.Mr. Harris is concerned about the potential impact of new technology and its effects on production systems. Four hundred of the 600 workers employed by ECA are semi-skilled and work in the main factory area. Three foremen oversee the 90 and 110 degree assembly areas. The existing layout of the factory is not conducive to a Just-in-Time system with the current design of the assembly hall presenting major problems to the production management. The plant was established in 1973 and is based in the Western Cape and operates in parallel with a plant in Botswana. ECA primarily engages in a breakdown maintenance system where, as equipment fails it is repaired on a priority basis.
