Animals everywhere are abused and sometimes killed by their owners and before Busters Law there wasn't much law enforcement officials could do about it, these animals can not fight for themselves or hire a lawyer to defend them in a court of law. Usually these animal abusers have either a history of violent behavior or are on their way to a violent criminal lifestyle towards humans. Animal abuse is often considered a gateway crime to more serious violent acts committed against humans. During the segment he informed viewers that this law would go into effect November 1st 1999.

When hearing about abuses committed to something so important to some as house pets, something serious needs to be done to deter this behavior if not stop it completely. There have been many cases of these sort of crimes and many others have not been turned over to the proper authorities, hopefully this law will help more people realize that cruelty to animals IS in fact a crime. Most are all for this law while some offenders are against it for whatever reasons they feel give them or anyone else the right to abuse defenseless animals. When a person cares for their animals almost as much as they might their own child, something needs to be done to protect these vital assets of these peoples
