Everything in our government runs on a chain of command. In the education system, the chain order is student-school-city-state-federal government. Some argue that the last link in the chain has (or should have) no part in individual state education systems. However, for the growth and advancement of all areas of this country, it would be very beneficial for the federal government to assist state governments in the education process. Bob Schaffer, a representative of a district in Colorado, argues that a few men in Washington will not know the best modus operandum for a small and rural local education system. He states that "the country is too diverse for Washington to make good decisions about local issues".(Wooley and Papa-90) But by way of the Educate America Act(1994) also known as GOALS 2000, the federal government will not decide local education issues but rather give the local government aide so that it can more easily help itself. Another argument by Schaffer is that by implementing GOALS 2000 it will give the federal government complete control over all curricula and subject matters being taught to out children. Education is not a matter to be taken lightly. Some areas of our country are excelling while some are receding. It is not necessary for every state and city to have an identical education system but it is very important to make sure that schools are getting the appropriate funding and resources. The GOALS 2000 also calls for more qualified teachers by raising pay. This would have a tremendous effect because it is teachers who are giving the vital knowledge to children. It is also important to set standards so that an area of the country does not fall behind the rest. A poor education system leads to a poor population which leads to a poor area. If an area, or areas. were to seriously fall behind, it could develop into a "social sink" in which the entire area becomes askew. This has already been seen in some of the less beneficial areas. There is the argument that the area determines the school, but it is still the schools that determine the future. This is why government standard and aide is extremely useful to develop our nation.
