The United states consist of two different governments state, and federal. Each government is based on the constitution and has power over any person under it's law. The United States is considered to have a Federal form of government. This type of government offers a number of checks and balances between the two governments. Usually what one government misses the other government corrects. The Federal government seems to be the check, in most cases and not the balance.
