The land of the Louisiana Purchase was a vast unexplored area, which changed in ownership many times. This land was first owned by France but was turned over to Spain in the treaty that ended the French and Indian war. Although in Jefferson's inauguration speech he talks of not getting involved in foreign affairs, he was quite interested in what went on in the world. (Davidson, p.201)
