The European states encountered significant shifts of power in the seventeenth and early eighteenth centuries. Those that succeeded were the ones that created potent central political supremacy. Among them were France and England. However, after the war of Spanish succession, there was a need for economic recovery. The English political unity allows Robert Walpole, to advance economic recovery, while Cardinal Fleury lacked the cooperation of France's political power to implement economic ascendancy. This allowed England to become a dominant power in the eighteenth century Europe as France loses its central unity and becomes decentralized. The failure of the Mississippi Company and the south sea company to stimulate economic recovery resulted in solicitous reconsideration. In France, Cardinal Flerry as a pragmatist, worked to block the political ambition and capacity of the nobilities. With the King's support Walpole was able to manipulate the French government by gaining an iron fist control of royal patronage. Opposition towards him meant a loss of power, patronage, and family. This enables Walpole to minimize political divisions in parliament and in turn gain political stability. In England, none of the national debt was repudiated. This gained more support from the Whigs in the House of Commons, since they sustained the heaviest losses in the South Sea Stock. The support from both the King and the House of commons, allows Walpole to manage the government and maintain economic efficiency. Fortunately, Walpole was also able to inherit a strong banking system; rather than dissolve it as the French, Walpole encouraged its development.
