It has been said that, ?Early United States foreign policy was primarily a defensive reaction to perceived or actual threats from Europe.? The Neutrality Proclamation of 1793, Monroe?s Doctrine, and the tariff of 1816 can prove the reliability of this quote.

In 1778 America signed an alliance with France saying that they would help France defend the Western Indies during times of war in exchange for their helping the United States gain it?s freedom. France called for our help because the British were attacking the West Indies. The Democratic Republicans wanted to honor the treaty because they were Pro-French. Although America owed France for it?s Independents, Washington said we were weak economically,


Many foreign relation policies of the United States were issued mostly for the protection against threats from Europe including these three foreign affairs. Protection form Europe was a crucial part of the government of America at this time.

After the war of 1812, British manufacturers were trying to get back at America so they sent overwhelming amounts of goods at below cost prices. By doing this manufacturers in America are threatened and call upon the government for help. The government, in order to protect the factories, issued the tariff of 1816 that is the first tariff that is not used to get revenues for the government. The tariff was a twenty to twenty-five percent tax on foreign goods, which was not enough but it was a start.<
