An idea I have that just might work is shuttle buses. These shuttle buses would be owned by PSU and used for campus activities only (unlike public buses). Something as simple a shuttle services for on and off campus students can make a students, or a person interested in attending the university feel that PSU really does care about its students and could be a deciding factor when choosing to return or start attending.
