A detailed Summary of The Prison System

What does it mean to actually be paroled within the states? The term parole, like other criminal justice terms, is sometimes misinterpreted to mean something different or just not fully understood. Hence, parole means that an offender serves part of their given sentence under the supervision of their community (Gaines 258). As well, under the U.S. Parole Commission, the law states that parole may be granted if 1) the inmate has substantially observed the rules of the institution, 2) if release would not depreciate the seriousness of the offenses or promote disrespect for the law, and 3) release would not jeopardize the public welfare (Parole Commission). Hence, within different states, parole systems are both different and yet the same in some aspects. By engaging in research in five different states, Texas, North Carolina, California, Connecticut, and New York there are many interesting facts and figures that go alongside the concept of parole for offenders.

The North Carolina Commission listed above, unlike that of Texas, does not hold formal hearings and does not meet personally with offenders when reviewing cases for possible parole. Hence, each case is reviewed on an individual basis, not in person, since each has its own unique characteristics and circumstances. But on another note, North Carolina's parole system compared with that of Texas', has the governor of the state, in turn, select one commissioner to serve as chairman to the parole board, appointed with three members of the North Carolina Commission. The Commission sets the conditions of post-release supervision for those offenders eligible for supervision and has the authority to revoke post-release supervision for offenders who violate the conditions placed upon them at the time of release. Therefore, the majority of the Commission, representing only two members, must agree to deny or approve parole for all eligible offenders based on their prior offenses and prison time (ie: good time).

The state of California has an interesting and unique parole system, unlike any others mentioned previously within the paper.
