The definition of a convergent responder - "responders are citizens or individuals from nonemergency agencies that witness a terrorism/tactical violence event and converge on the scene" (43). Why didn't they explain the difference between a convergent and first responder in the previous chapter? It just confused me for a while.

Only after the 2nd plane crashed did people begin to realize that this was an act of terrorism. All the plane crashes that took place support the statement. We didn't have 2 simultaneous violent events, we had 4.
The text also talks about "2 in 2 out". It says that this concept is fairly new in fire service. I find that hard to believe. It doesn't make sense that only one fireman would enter a hot zone.
