In the book, 1984, George Orwell shows how governments can control the population through exerting total force. By taking control over the people in the outer party, the government is able to create a society of brainwashed citizens who will never contend for the power the government has. The government was able to exert control over the people and create a system that is able to keep the people under their control forever. They have effectively created a system with a leader that will never die. The people of this society are looking up to a symbol, which they think is a real person that will always be there to rule the people.

The government wanted to be able to control the people. In order to control the people, they created several devices and organizations. For example, they created the Thought Police, telescreens, and mind control. The Thought Police were not always watching the people, but they acted as a psychological intimidation to the people. The people know that if they were to be seen by the Thought Police then they knew that they were going to be vaporized. This caused the people to live in fear. Nothing that they did or thought seemed safe. The Thought Police were able to keep a constant eye on the p


eople through the telescreens. These telescreens were mounted on the walls of all the homes of the people in the outside party. Even though the Thought Police were not always watching the people all the time, these telescreens kept the people afraid. The Inside Party also used a certain kind of mind control over the people in order to make sure that people would not have bad thoughts either. The Inner Party held sessions called the Two Minutes of Hate. During the Two Minutes of Hate, the Inner Party showed the people video footage of the enemy, which enraged the people into hating the enemy. The people would continue to worry about the enemy rather than to worry about the government. This control over the people made it possible to keep the government in power.

The government was effective in keeping the control over the people. They were able to do this because they had no sympathy for the people. Unlike past dictatorships, this government did not take it easy on the people if they committed a crime. Any kind of crime was prosecuted to the fullest extent. This included vaporizing the people. The government affected different people in different ways. Because O'Brien was in the Inner Party, he was able to have more privileges than the people of the Outer Party were. The government controlled people in the Outer Party whether they thought they were or not. There were people like Syme and Parsons that who did everything that they could for the government.
