The Chester Upland School District, located in Chester, Pennsylvania, is a school that has a major problem with illiteracy, gang warfare, and a huge drop out rate that was as high as forty percent in the late 1990's. This school was so bad that it was being considered to get rid of the school and send the students to schools near the suburban cities. Last fall, the nine Chester Upland schools were handed over to the Edison Schools, hoping that they would be able to improve it. The Edison Company promised to try to change the system without firing the existing teaching staff.
