The idea of civilized people, barbarian people, and inferior people may range from each person. However, there are facts that make each group of individuals different. These differences are more mental than a physical classification, although some of the biggest differences are physical. The earliest of the classifications of "inferior", "barbarians", and "civilized" peoples were inferior people.

Inferior people were, how we think of now, cavemen and lacked technology and intelligence of those barbaric and civilized. They were sought to live in forests and deserts, and probably on the move. While civilized people were more established, had made a more permanent home for themselves.
