In the early 1960's, people where beginning to realize that the dreams of the 1950's had not materialized. Instead of a fine-tuned system, lawyers, offenders, and some judges were misusing the system. Under the New York Statue, children under the age of seventeen, where not held criminally responsibly for their actions. If the crime was a misdemeanor, they were usually released, however, if it was a felony, the offender was generally given a short term sentence in a youth facility that contains a television, basketball court, medical attention, and three square meals a day. Children were provided with lawyers from legal aid, who focused on getting them off on a technicality, therefore, the children were not rehabilitated. Cases on violence had increased by 1991.
