These rules include who is considered a member of the system, what responsibilities and rights they may have, and what kind of discussions occurs between the states. The states themselves are one of the most important actors in IR. Another includes the decisions of the world's governments and how they act. Also, leaders, citizens, corporations, and terrorists are main actors of international relations. (11)

An example of this is that they say that there would have never been a Soviet Union unless Lenin had been around.
