An international System is a set of relationships between the world's states, where there are certain rulers and patterns of interaction between the states. These rules include who is considered a member of the system, what responsibilities and rights they may have, and what kind of discussions occurs between the states. The states themselves are one of the most important actors in IR. Another includes the decisions of the world's governments and how they act. Also, leaders, citizens, corporations, and terrorists are main actors of international relations. (11)

To understand the actors in IR such as influences, actors, and processes scholars have categorized these into different levels of analysis. The lowest levels focus on small things such as individual people while the higher levels tend to focus more on global issues. Under the individual level it concerns with the actions of individuals. An example of this is that they say that there would have never been a Soviet Union unless Lenin had been around.
