Billboards: Traditional Advertisement in America
Long before advertisements could be broadcasted through televisions in the comfort of your own home, many years before advertisements could be made through a tune or jingle on the radio, advertising was and is still done today through the words and pictures on a billboard. The history of billboards has been traced all the way back to cave drawings in the city of Jeffers, Minnesota (Hull 56). This particular cave drawing was actually intended to be a warning sign rather than an advertising sign. It cautioned other cave dwellers that they should be aware of falling rocks in the path ahead. Billboard advertisements such as that are very helpful because it enables others to be aware of a danger or any other issue. Other billboards can be outrageous and inappropriate. These types of billboards promote danger, dangerous substances, or hatred indirectly, instead of warning people about it. A billboard that was intended to send out a message to women in order to recognize that breast cancer is becoming very common in the United States, was removed because of some of the choice words it used to get the people's attention. The billboard read, "Obsessed with breasts (Beahm 87)," and it gave the address to a breast cancer clinic. This particular sign did attract a lot of attention, but it did not attract the kind of attention that was initially planned. People were complaining about a billboard that simply wanted to help women recognize breast cancer. The people who put this sign up probably knew that it would bring about that kind of attention, but any billboard that is good towards a person's health should not be forced to be removed. When the NRA wanted to put up a billboard that depicted a picture of a gun on it, parents and city officials of Columbus, Ohio were outraged and appalled by this act. They said that a billboard with a gun on it is too provocative and too shocking for anyone to view. The NRA simply wanted to promote their organization and convince other people that the ownership of a firearm is okay, but these outraged officials immediately took action and brought the billboard and the NRA of Columbus, Ohio to trial. The angered NRA accused the city of Columbus of violating the first amendment. Neither the NRA or the city of Columbus were found guilty or fined, but new billboard guidelines were compromised in court. The new rules were that billboards being put up in the city of Columbus had to first pass through a city council representative, and had to be placed two thousand yards away from public places. The NRA never got to put up its original billboard, but a new censored version of the billboard was made, and it was placed just outside the city limits along the interstate. The Save Our Billboards Organization is a group that was formed to stop the forced removal of billboards all over the Unites States. The SOB has so far prevented an estimated twenty-six billboards from being removed, and has lost only five cases since 1995. This group is a major asset in the fight to keep billboards in the everyday lives of Americans. They give several talks around the country to corporations that want to consider putting up billboards. The SOB makes sure that these corporations know the appropriate guidelines and understand their rights when putting up billboards. They explain to them how billboards will help profit their company, and the consequences of breaking the billboard guidelines, which can vary from state to state. The fines can range anywhere from fifteen thousand to twenty thousand dollars for the first offense, and twenty-five thousand dollars and up for the second offense. If any other offense is committed, there is a twenty-five thousand dollar fine and up, plus ten to fifteen years jail time.
