In the sixties riots broke out all over the United States in response to alleged police brutality towards African-Americans. These riots led to the development of the Kerner Commission, which examined the relationship between police and African-Americans. As a direct result of the Kerner Commission police departments were required to hire more African-American police officers in hopes of reducing police brutality in African-American communities. However, hiring more African-American police officers did not solve the problem of police brutality then or now for that matter. Police officers have this unwritten rule that does not allow them to report misconduct of fellow officers regardless of race. The research done by these authors suggested that African-Americans are not only victims of police brutality at the hands of Caucasian officers but African-American officers as well.
