The authors of these articles cited several studies to support their argument that African-Americans are the main targets of police brutality. Americans of any race can become victims of police brutality but statistics show that 87% of all documented police brutality cases in 1995 involved African-Americans. According to Paynes, (1992), "The unrelenting brutality police wage against Blacks has never been the occasional 'sense less' aberration it is with others. Police brutality towards Blacks, on the contrary has its own cruel logic once you understand the racial history behind it. In the sixties riots broke out all over the United States in response to alleged police brutality towards African-Americans. These riots led to the development of the Kerner Commission, which examined the relationship between police and African-Americans. As a direct result of the Kerner Commission police departments were required to hire more African-American police officers in hopes of reducing police brutality in African-American communities. However, hiring more African-American police officers did not solve the problem of police brutality then or now for that matter. Police officers have this unwritten rule that does not allow them to report misconduct of fellow officers regardless of race. The research done by these authors suggested that African-Americans are not only victims of police brutality at the hands of Caucasian officers but African-American officers as well.
