In the Federalist No. 51 by James Madison seems to be addressing the issue of separation of powers and the system of checks and balances. The first issue Madison tries to explain the need, purpose and justification for separation of powers for each branch of government. James Madison states that "as all these exterior provisions are found to be inadequate, the defect must be supplied, by so contriving the interior structure of the government, ....be the means of keeping each other in their proper place." I believe that this statement was saying that having a strong structure for the national government would add stability to a country that was dealing with each state exercising its own powers, which in its self was becoming so troubles

Madison knows that the branches may be concerned in protecting themselves and their interests, so he proposes that the legislative branch of government be split and each section of legislature have their own system of election. Here is where I believe the formation of the House of Representatives and the Senate began. These two bodies of legislature are so important because they make sure hat the law making process is efficient because you need the majority of each section to agree or disagree with each proposal that is brought forth. The two sections provide a means of compromise and a form of agreement within each section of Congress; in a way it forces results.
