Bills Made Into Law

Describe the process of how a bill becomes a specific law with specific attetnion to the hurdles that result in the death of most bills.

Our government consist of three branches wich re the judicial legislative and executive. This branches of government , for the most part are the ones that maintian order in our country. Each branch is assigned to a sepcific task. for example the legislative branch, wich is made up of congrss, is responsible for making the laws. but how are laws made?

Congrees has two annual sessions with in each term. During this sessions many bills are propsed . However oly about five to ten percent of all the bills porposed will pass as laws. As the steps abill must go through to become a law. The chances of it becoming a law become slim to none.

first a bill is introduce by anone in either the senate or the house. in the house of reprsenatives the represenative signs his name on a bill and putds it on the clearks sesk or it in a box called the "hopper". however, in the senat, it is usually introduced by the sponers from the floor. There after one must wait for the bill is then given a number (HR 253- Hr indicates the House of Represenatives) and put on the it to be put onto the agenda. The bill c


If lucky, Once a bill is put into final form wiht or without amendments, it is placed on the clander. Then the Rules committes decides what rule to adopt fot the bill, such as a closed rule, where whne open to the floor for debate the bill can not be amended and has a time limit for debate. In addtion to the close rule a bill can be put on the floor for debate under the open rule, which permits amendments from the floor, or it can be put under hte restricvtive rule which is restricts what can be amended and what can't. congress tend to facilate under which rules it passes bills. For example on the early 1970's most of the bills were passes on the open rule. where as in the 1980's bills were debated under the closed rule.

There after a bill is then presenteed to the floor to be debated on. In the house bills are then debated over and whether or not to put admentments on them. However, if one wants to delay action on the bill they vcan call a quorum to se wheater or not the necessary minimum numbers of of members are present to vote on a bill. On the other hand, in the Senate there is no rule limiting debate or how lnag a senator can speak. This however tend s to lead to Filibustering , where the legislator can talk for hours and hours on a bill so as to stall any action from occuring. This procedure is usally taken into hand becasue they talk the Senate to death in order to get their bill passsed. The cloture rule has developed due to this. This rule requires that sixteen senators sign a petetion to move to cloture. Then three-fifths of the senate is required . There after, , if this passes, each senator is limited to one hour of debate. keeping in mind that the total debate, including roll calls and the introduction of amendments can not exceed one hundred hours. when this happens a vote is taken and if the deabte has not persuaded the senators then the bill is not passes.

Once the committes are done marking up the bill, committe action then takes place. Committe action is crucial to the legislative process. Here a vote is taken on weather a bill passes , does not pass or passes as amended. Then the committe report is readto the entire House or Sen
