When thinking about sessions of congress the only variable that is normally thought about is the political differences of congressmen, but when comparing two sessions such as the 94th and 99th issues like majority party, presidential veto, diverse bills and leadership make each session of congress greatly distinct, yet at times sensibly similar.Both the 94th and 99th session of congress possessed a group with very elite leadership.
