City Council Meeting
After searching deperatly to find a City Hall that has it's meetings on a day that I can actually go to, because the previous meetings conflicted with my classes. I tried the City Hall in Bellflower, and the meetings were on Monday nights, which conflicted with one of my English classes. Then finally I arrived at the City Hall in Lakewood when it was open; it had been closed each other time I came. I came last week in advance to find out when the next meeting was going to be. She told me that it was on the next Tuesday at 7:30 in the evening. She wasn't sure so she told me to come back and double check with another representative (because she was the only person in the building or go online and check their web site at www.lakewoodcity.org. After checking back I found that the City Council holds regular meetings on the second and fourth Tuesdays of each month at 7:30 in the evening. The next meeting was December 10, 2002. So I marked it on my calendar and waited patiently until that day came.Finally, it is 6:00pm when I arrive at the building. Someone from ABC was here and he compared Lakewood to Long Beach and said that they had more airtime. He also said that ABC is on air 24/7, so he had space, but they were concerned about the time. The Mayor asked the lady to call roll, they all said "I" and we went on to the next. Now I started thinking that I was catching on to what they were saying (it sounded like a whole different language of words that seemed like I never heard them before). I heard one of them say that we were going to start with "1.1". It was about the regulation in security for a special case. A landowner wanted to build an eight foot high fence around his property for security; they only allow a six foot fence to be built under Environment Equality Act. Mayor Larry Ven Nostran told the Council Member lady to call roll. She called each of their names and they each said "I". Then they went on to 1.2. This was about regulating swap meets being built. They did not want swap meets because they would have to regulate the health department, the parking takes a lot of space, they would have to install security cameras, there would be no safe/easy way to regulate sales tax, they would have to perform business license checks, and they can not be placed near residential areas due to the noise and traffic. The required area space for swap meets are 30,000 square feet, which means 150 square feet per vendor. They allowed the swap meets only if there are no stereos, it is open from 7am - 9pm daily, no weapons or adult material, no message parlors, tattoo parlors, and it can not be placed anywhere near schools, residential areas, or churches. Only indoor swap meet because it was the best prevision for land use and easier to control. One person from the viewers got up to speak, he mentioned that there was a Vons closing on South and Bellflower, and wanted to know if anyone was thinking of building a swap meet there. They told him to ask someone else (jokingly), and he took his seat. The Mayor told the lady to call roll they all said "I" and we moved to the next item. The next item was 1.3. This was to prohibit any motel or hotels from being built. They did not want these built because they influenced drugs, prostitutes, fighting, and other illegal uses.
