The differences between Clinton as president and Reagan as president arose from their different styles of operation. The actions of Clinton and his team were the exact opposite of the actions of Reagan and his team, and Clinton and his team waited till the last minute before taking any decision. Even when the Clinton team had started on the path to winning the presidency, they had still not decided what they wanted to do, on the other hand after Reagan had won New Hampshire, he started putting together his foreign policy and domestic policy agendas and teams, and they started acting as early as February, which made a huge difference in the performance. The confusion in the foreign policy for Clinton also had the same origins, and the only thing that the Clinton team could say after they came to power was that they had no similarities of opinion with the previous Bush team. They had no vision or sense of purpose and that led them to using United Nations as the source for their foreign policy decisions. On the other hand, Reagan presidency knew what they were trying to achieve. The insistence of the Reagan presidency during all discussions was that it was important for them to have a very clear policy and these had already been decided through the discussions that the team had even before the inauguration of the presidency.
